preserving the status quo -- how does one decide which status quo to preserve?

prayer in schools -- how does one decide which prayer to pray?

what system in nature is static?

which change is not to be cultivated and which change should be cultivated & nurtured?

perhaps, instead of the two-party politcal system we have in the USA, we could try to devise a system whereby we the people identify all the "hot issues" and just vote how to resolve them every 4 years (or other interval) -- then "we the people" could hire "professional" managers to implement the vote -- these managers would be able to implement ideologically any "hot issue" vote as they would not be dependent upon re-election.
