You've got to be kidding. You said it perfectly: "ample evidence that 'something' major was planned." In other words, they knew what we all knew all along - terrorists would probably target this country. But how?

Got any specifics? Plane hijackings? Of course! They've been doing that for decades! Bombs in parking garages, probably - that's the way they tried to get the WTC the first time. Any other ideas? All of them would be equally valid since we really didn't have any idea what the hell these guys were planning and to make the administration responsible would be expecting them to be clairvoyant.

A good illustration of exactly the same sort of circmstance was the recent train bombing in Spain. In hindsight (after we know it was 911 days from 9/11, after we know about the cassette tape with muslim extremist rhetoric and the van full of munitions, etc., and after examining more closely the increased 'chatter' being picked up amongst various intelligence sources) it seems obvious that this was Al Quaeda. At the time, though, Spain was unprepared (gosh, shouldn't they have known) and immediately placed blame on the Basque seperatists movement (their most likely suspect, like our Hussein). Why? Because that's the responsible thing to do - take what evidence you have, work with it, and investigate your best leads.

And no, this wouldn't have been the same witch hunt were Gore in office - look how Clinton mishandled the Bin Laden issue and go over your whacky assertion again . . .
