I ran the serial number and it does not come up.

I also ran the name Richard White. There were 899 men with that name listed as in the Army in WW2 alone. About 10 Richard F-- and none with a number even remotely similar to the one you have.

Also there were three (3) with legal name Dick.

May I ask what resource you are using to put the name and number together? Is there any possibility of error in the sequencing of the number. (Is the most original copy of whatever you are reading it from clear so that there is no question of any of the numbers?)
