Hey, and welcome. I'm not exactly sure where you're referring to. The actual underside of the tail, or on his body. If it's the underside of the tail, it could be nothing serious, or it could be mast cell tumors which can be extremely serious if left untreated. If the bumps are on his body beside the actual anal area, then yes, his anal glands could be full and they need to be expressed. Either way, I would suggest seeing a vet. My Butler has anal gland problems occasionally. He usually tips me off by excessive licking. The last time (a few weeks ago), I didn't notice any swelling, but he did have some leakage. A trip to the vet fixed him right up.
