You're right - that is an evil thing to do to someone. I wish I could do more than just comb through LJ's TOS and so on, because that must be a pretty horrible thing to discover. Do you have any idea who this person is? Could it be someone you know in real life?

LJ's FAQ say that posts in someone else's Livejournal won't be considered abuse unless they contain things which could identify you in real life. However, I think it's definitely worth reporting this to LJ's abuse team, since:

a) The TOS say that it's against the rules to "impersonate any person or entity," and to ""Stalk" or otherwise harass another person or company". Since this LJ was set up just to do both of those, I think it's definitely in violation

b) You're a minor (if I remember correctly), and that probably means they'll stamp down harder on anyone harrassing you.

How did you find out about this journal? If it was due to a comment in your own, do you have the IP address logged? That might come in useful. I'd also suggest friendslocking your own journal until this is sorted out.
