Given that Elves take roughly 50 years to reach maturity, a 16-year-old Elf would look a lot younger than a human of the same age. I haven't read the "History of Middle-Earth" books, but I have been told that one of them discusses the Elvish aging process and that it says a 16-year-old Elf is roughly comparable to a human of 7 to 10 years old. (I'd guess it would be closer to 7 years old.)
