Several problems with that:

1. GAFF is about free-speech, is it not? This is akin to the other simple solution of moderating GAFF and selectively removing posts.

2. Restricting membership is still not a safeguard against trolls. For all we know, you could have reported the old GAFF board. I could have. The Site Guru could have. The point is that there is no way for "victims" (i.e., GAFF) to prove culpability given the medium (i.e., the Internet, and GAFF's lack of electronic data recorded by its host).

This means that the only viable solution is to find a place whose TOS or Agreement does not conflict with GAFF in any way.

You should check out the thread entitled "Possible Locations for a New Board," which offered EZboard as an alternative. Please do post others! (I'm curious about sff.net.) :)
