It's a sound we (English speakers, I don't know if the rest of the world does it) make when we disaprove of something. Usually it's spelt 'tsk tsk', 'tisk tisk' or some other varient. Usually it's accompanied with a 'no' head shake and a disaproving expression. It doesn't really sound like a cluck (a sound chickens make). I hope that makes sense.
