Um. Okay then. When *I* was thirteen I surpised my teacher by being able to do the quote things correctly. For example:

"I wish the sun would set," Jemmy said, "the day is too bright and hot. It would be nicer if it were night."

Mind you, I was *failing* English. Yep. Failing (mostly 'cause I wasn't doing my work). I think the problem isn't so much a lack of education, as it is a lack of effort. When it was harder to publish fanfiction only those who wanted to take the time and effort to write and publish it did so. Now that it is easy to 'publish' anyone who wants to write any old crap is able to post it. The better authors are probably put off by the crap they see online and don't publish their stuff there anymore.
