Subject: Why are rules changing every other week?

I am not trying to make anyone upset... but, I would like to know why at the begining of the season the rule was, if you are invovled in a wreck or stopped dead on the track then you went to the back of the field. At the last driver's meeting the ref said that if it lookes like to him you were trying to avoid a wreck you were going to get your spot back and not have to go to the end of the pack. The new ruling came in to play when the 4 car and the 33 car got tangled up. The ref's call on the 4 car and the 33 car was to put the 4 car on the tail and the 33 car was given his spot back. When obviolsy both cars made contact and spun out. I don't understand why the call was made when my father asked the ref he replied "Well, I didn't see it..." So why was the call made anyway? Both should have went to the tail or got their spots back. Next time this occurs what rule are we, the drivers, expected to know what to follow? What is given before the race at the drivers meeting or the rule that it has been the whole season long? What are we to expect each weekend with new rules each time we race? I do apologize if I have offended anyone but please clarify.
