if your mother tried alternatives such as homeschooling, private school, a different school system, charter schools (although I doubt there were many of those then), running for school board, etc?

It does sound as though your mother tried to change things at the specified school. But, there are other alternatives. Did she exhaust those?

(Note: that doesn't mean teh school system wasn't at fault. But, sometimes, when you can't win the current game, you go find another one to play that you *can* win.)
