I still believe that it was implied that Paul had other memory. And if I have to concede that he didn't with evident proof of that fact, then at the very least he could see into all the past.
But, the assumption that Leto is closer to the "true" Kwisatz Haderach or that Leto II was more what the bene gesserit intended doesn't have any textual basis either. So I would have to challenge that assumption.
