For his first example quote, IDAHO already stated the alternate interpretation.

"I will not say it!" Paul gasped.

Since when are the voices in OM silent? They are a noisy bunch by most descriptions. This statement could be a colorful way of saying the "instinctual" demands of his mind to do whatever is necessary to survive. The use of "cell-stamped" rather than "voices" or "Other Memory" makes me skeptical of the meaning.

Neither does being "the fulcrum" necessarily refer to Other Memory. He could have been referring to his key position in directing possible futures.

As for Leto's abilities, the description I used of his memories is from Children of Dune, not God Emperor. He conquers the swarm of voices by using Harum and later establishes his own persona and pushes Harum out proclaiming he no longer needs him to control them.

I'm not saying he's wrong. I'm saying there's too little info to go on to be specific about the exent of Paul's OM.
