Dom Sheldon is no other than Tom (Thomas) Sneddon. He is the Santa Barbara District Attorney who litterally persecuted Michael Jackson during the child abuse case in 1993. So Michael took his revenge in the HIStory album (1995), with the song entitled D.S., where in fact he never pronounces the words "Dom Sheldon", but he screams out "Tom Sneddon is a cold man". And, when the line says "Dom S. Sheldon" is a cold man, you have to read it as "Thomas Sneddon is a cold man". A-ha.
