No, Tom Sneddon is the Chief DA in charge. Dom Sheldon is a made up name that sounds AWFULLY familiar (to keep Jacson from getting sued for defamation. Dom Sheldon is a slick way of MEANING Tom Sneddon. In fact, the lyrics even change at the end to say Dom S. Sheldon which sounds AWFULLY similar to Thomas Sneddon... ya think?
