If you go to the "main index" page - the main page of the board - you'll see a link at the top to Deaf Dogs Resources. There is some training information on that page, and there are links there to the Deaf Dog Education Action Fund (DDEAF) which also has a lot of training information.

Training a deaf dog really isn't much different from training a hearing dog. You can apply the same methods found in any good dog training book to training a deaf dog. The best thing would be to get the two of you into a puppy class or household obedience class. You'll learn more in 6 or 8 weeks from a good trainer than you can ever learn from reading a book, and you get the benefit of socialization too - that's good for any pup but is especially important for a bulldog pup.
