Chico will likely sire at least some deaf puppies. I have two adolescents fostering with me right now; the dam was deaf in one ear at least, and there were 3 deaf puppies out of a litter of 5.

Here's one link (will open in another window): http://www.asca.org/Education/Advanced/whitedeaf.htm

And here's another: http://www.steynmere.com/DALM_DEAFNESS.html This link is rather detailed, but it's a very clear explanation of how the lack of pigment and deafness are linked. If you can't get her to read it, maybe you can read it yourself and give her the Reader's Digest version. :)

Is there nothing that can be done to convince her to neuter her dog and keep him home? No citation with a fine for having a loose dog, with the fine to escalate with each incident? No significantly higher license fee for an intact dog?
