The 'hot spot' you refer to, which I assume is the one from the Hutchison diagram, is hardly 'hot' at all. You have been seriously misled somewhere along the line. The current limit for general public exposure in Australia is 200 microwatts per centimetre squared. If my assumption is correct, then the projected EME levels of the 'hot spot' are around 0.1 microwatts per centimetre squared, 0.05% of the limit. Hardly a level to get your knickers in a knot about.
