I don't doubt it for a moment as some people really do put their lights up for the reasons you have mentioned but most of these people do it now because they want to have a better display than their neighbours did last year and they try to out do one another, some do it for charity so therefore that's a good cause I suppose but I bet some of them don't even give Christmas a real thought only how much the cheapest set of bulbs they can get, their faith is in Argos or Woolies ask them any questions on the reasons you mentioned above and they would look at you a bit simple as if 'the lights are on but no one in'.
