Thank you for your valuable comments. In fact, it is true that the efficiency of a combined railway company will not be seriously affected provided that there a a good monitoring system.

However, if we try to change the current public transport policy which is in favour of the rail operator, the goal in the STS will not be achieved. There is infrastructure cost associated with railway services. Also, the construction of road by the government is subsidising the bus operators.

The government expressed their attitude towards the railway policy today. According to the study, merging KCRC and MTRC will make our railway system more competitive. Also, through ticketing between different railway lines will become feasible. If the long-term efficiency of the new railway company can be maintained, this suggestion should be supported.
