Subject: Promotion from division 5 - WRU policy

I've clarified the promotion issue, it is as follows:-

Division 5 east, south east, south west, west and north, clubs will be distributed amongst 5 divisions aligned as far as possible on a regional basis.

Ignor 5 North as prom/relegation follow different rules that don't concern us.

The champion club in each 5 east, 5 south east, 5 south west and west will be promoted to division 4 level.

In addition, two runners up, with the best playing records, from 5 east, 5 south east, 5 south west and west will be promoted to division 4 level.

To determine which of the runners up shall have the best records the number of matches played will be divided into the total number of league points gained by the club to give a ratio. The clubs with the highest ratio will be promoted.

The structure for next season:

Premier - 14 clubs (2 relegated, a 3rd will play off against the top division 1 side)

Division 1 east and west - 12 clubs each, (one promoted dependant on play-off result, no relegation from division 1 at the end of this season).

Division 2 east and west - 12 clubs each. 3 clubs to be promoted from each division to division 1 east & west. The bottom 2 clubs in east and west to be relegated.

Division 3 east, s.east, west & s.west - 12 clubs each.
Division 4 east, s.east, west & s.west - 12 clubs each.

D3&D4 - champion clubs to be promoted, top 2 second placed sides to be promoted on the same criteria as our division.

2 clubs to be relegated, plus two of the third from bottom sides on playing performance as with 2nd placed promotion.

I hope this makes things clearer - however what will happen if Cardiff come bottom of the premier division??? call me a cynic but it will all probably change as we know from experience!
