Are "pre-emptive" raids and arrests an outgrowth of "pre-emptive" war?

In the immortal words of e.e.cummings: "how do you like your/ blue-eyed boy now,/ Mr. Death?"

Is there anyone on this board (or even in this world) who isn't "guilty" of "suspicion of conspiracy to riot" under the broad, open-ended (lack of) definition invited by this statute?
