There are many municipalities that require a fraction of development funds to be spent on public art. Every major project in Germany, for instance, must spend 1% of the the cost on such work. In any case, it was the developer, and not the condo association that carried that cost, so it would not be reflected in the fees (except for upkeep, which should not be expensive unless the labor was shoddy).

Pat Martilino, of fond memory, moved to Atlanta to take advantage of that very fact of the development requirement in that city. My last year before fleeing to Europe was working as Pat's assistant, so it benefited me, too.

In point of fact, what we were making were very large public monuments, made out of...
wait for it...
styrofoam, resin and rebar.

Last time I was in Atlanta I saw a couple of them still standing, so they had held up for, what, 18 years? As long as no one takes a hammer to them, they (and the ones in Ontario) will be fine. A six-pound hammer will do a fine number on a bronze statue too, as far as that goes...
