Hi Scott, you bike is probably USCF legal, you may be referring to UCI rules which only apply to UCI races, and then only to CAT 1 racers and above in these UCI races. You can use a Hooker, Lotus, Cervelo P3 and P2K, Softride, Trek Y and other similar bikes to compete at SoCal time trial events. You can even use a fixed gear track bike at Fiesta Island, their races are non-USCF. If you have time, read the rules at www.usacycling.org that specify the frame requirements.

You should be fine, we hope to see you at the races. Time trial racing will make you very fast on the bike and will even help your running. Many very fast road/time trial racers have switched to triathlon and are very competitive ( e.g. Steve Larsen, Chann McRae).
