I thought of exactly this solution when designing the Cup.

Problem is, I had no way of knowing which of the riders at Fiesta Island were CAT 1/2/3 and which were Masters. I still have no way of knowing until the racer competes in a USCF time trial and gains points toward the Cup.

Maybe next year this will be possible, however a 1/2/3 racer can, at any time, choose to switch to Masters (providing that they are 30+ years old) and apply all their points to the Masters category. This would negate any benefits of seperating them at Fiesta Island. Also, the tunout at Fiesta is larger than any other time trial in the area, and that is another reason that the multiplier is in effect, as it is for the Omnium. See the SoCalCycling.com riders cup for more exaples of this.
