You know I have been where you are saying so don't say I don't know what's going on.
Have you or any of the other officers ever gone up to anyone and asked them for help. I am not saying asking for volunteers, I am saying one on one, and asking someone to clean restrooms, water the track, pick up trash etc., etc. With this bunch you have to ask them face to face. TRY IT!!!
