I doubt the WC (assuming Buffy even wanted to contact them) would have used its resources to find her gallivanting father.

Dawn's true emotional attachments were not to Hank but to Buffy and, to a lesser extent, Willow and Tara. Joss always said that the families we make can be more important than our actual families.

As far as legal rights go, they never told anyone that Buffy was dead, so the legal system wouldn't have been concerned about it.
