It's backstory.

Willow didn't learn to hack for Buffy; she used a pre-existing skill she figured she had full control over (except she doesn't: I Robot You Jane) and used it as she saw fit. Why did she already know how to get into sealed minicipal records? It would fit the challenge for its own sake you suggested. It turned out to benefit Buffy - but what if there had been no Buffy? I'm thinking a Willow from War Games - no malicious intent, but capable of ignoring all possible consequences because of hubris. Or the Willow she became later with magic. I think that the "help Buffy" part of magic was repeatedly shown as a surface motivation over the inner hacker, but that's my profile.

I'm not a subscriber to the "aspects of Buffy" theory of supporting characters - I think the evidence is too weak. I buy it for original Star Trek, but not here. I just see seasonal arcs that explore common themes among the characters.
