...the signing away of the Shanshu was significant for Angel because it cut his connection to TPTB. By signing it away, he freed himself from what he thought to be false hope that his redemption would be "given" to him, and allowed him to decide his own path, without that elusive carrot in front of him.
But Angel had already decided to bring down the Black Thorn before he was presented with the repudiation of the Shanshu. I detect no change in course after he signed it away.
