The two primary factors are:

1. The connection between the DVD player and the TV, where:
composite = mediocre
SVideo = better
component video = best

2. The quality of the scaler in the TV - the DVD signal has to be scaled up to fit the panel resolution, and some TVs are much better at it than others.

You will get slightly better quality from a progressive-scan DVD player (i.e., non-interlaced) than one which is not progressive-scan, but with plasma/LCD/DLP HDTVs it's much more to do with the interaction with the scaler.

You will also get slightly better quality by bypassing the TV's built-in scaler and getting an up-converting HD DVD player. An up-converting DVD player interpolates the digital image from the DVD directly up to HDTV resolution before sending it to the TV, usually over an HDMI connection. The scaler in the HD DVD player may or may not be better than the one built into the TV, but it also gains a slight advantage by working from the original digital image rather than the analog conversion of it.
