if you have the Operative concluding that the Alliance just needs to make fewer mistakes, then nobody in the entire film changes their mind/political view.

Is this necessarily a bad thing? Is that required?

And you have a very simplistic 'good vs evil' story

Serenity already was a very simplistic 'good vs. evil' story, whether the Operative is swayed by the signal or not. The conclusion to the film was already rose-colored and simplistic - and the manner in which the operative crumbles before the signal was very symptomatic of that.

The Operative then represents the people who see truth and alter their behaviour. Make him one of the unchanging ones and you've just got a wildly unrealistic film, where only the good guys can change their mind.
No - what's "wildly unrealistic" is that the Operative changes his mind. What would be unrealistic is to determine that the Operative would be the character representing those who see truth and alter behavior.

Governments such as the Alliance, if they are what the writer says they are, do not appoint an open-minded person to do a fanatic's job.
