to me this sounds like blantant favoritism on the teachers part!! If a dancer doesn't qualify by not getting her first in novice that means she shouldn't move up. It is not fair to the other dancers who have gottten first in all their dances say from novice to move to Prizewinner. If that dancer even placed in all her dances that is one thing but why have rules!
