Subject: A EU taylored footprint

If Brussels finally rules that as EU members we have the right to watch the channels of our likes in accordance with the free trade treaty, then that must be carried out under the SAME conditions. This is to say that the size of the dish in each contry should be more or less the same.
If SKY subscriptions were legal all over the EU it would not be fair to me to have it on Astra. Finland, Sweden and Norway would struggle to pull in the South Beam Channels whereas Spain, Portugal, Italy and Greece would also have difficulties dealing with the North Beam channels.
We also have to bear in mind that very soon eastern Europe countries will join the EU.
Astra 19 is not the answer as it leaves out Italy and Greece.
One solution could be a footprint like the one from HOTBIRD, but I guess that bird is pretty cluttered right now.
We have to take a look at what happens in the USA where their footprint covers the whole country.
In conclusion it looks black and white to me that EU politicians must find a satellite with a footprint available all across the EU.
My final question is:
Is launching a new satellite the only alternative?
