The world has changed since the charter was originally made. Nowadays substantial numbers of expatriate British citizens work within the EU yet they are actively prevented from access to BBC services. There is no technical problem in providing such access but energy is spent on actively stopping viewers and listerners. Despite this, 10's of thousands do watch illegally and provide no revenue and cause copyright / distribution problems.

Surely it must be possible to provide extra income and copyright protection by allowing legal subscription-based access for citizens willing to pay anywhere in europe. This income could be a significant support for the BBC's programe making in the UK. The current situation is ridiculous and probably illegal under the "without borders" directives.

There is a strong sense that this issue is just repeatedly ignored - but it will become more and more of a problem.

The BBC's charter must be changed to also allow it to sell access to normal UK TV and radio to British citizens outside the home country but within the EU.
