Undertaker...your frustration is real and warrented...yet you have to understand a few things. The DEC does not back off the merchants...or the small streams opening up. In fact I know the DEC is so pissed off about the new ruling about Orwell...and Trout brook that they'll be standing along side you filming. What everybody needs to get a handle on is this. POLITICIANS...your local reps to the State of NY are the one's bending over for the local businesses. NOT THE DEC. They don't have that kind of power.
I was at the public forum last spring that the DEC put on to introduce the new regs that were spawned by people like you UT...NOT the DEC. This focus group picked the regs they wanted to put up to the state...the DEC is just the vechile they use to do it. So at this meeting several POLITICIANS were there on behalf of their constituients lobbying to repeal these regs. These are the same guys who side with the money grubbing merchants that whine about the DEC doing it's job.
Mis-managed....do you people have ANY idea of how many programs that the DEC has raised to the State that would greatly help them study and test and run this fishery ...that get knocked out of the budget because there is no money. When's the last time all you guys stepped up for a license increase?????
I'm not getting through to you guys am I. The DEC is not the group you should be pointing fingers at. You should be putting the pressure on your ELECTED OFFICIALS in your towns and counties. They are the one's selling this fishery short. They are the one's who hear from the merchants and take action. If you want to get something done...start sending them letters of what a mess your area is. They need to hear from all you out of town anglers who are disgusted with this whole fall fishery. THEN...and ONLY then will you get some action. But complaining about a bunch of Biologists that have NO power to do anyhting ...your pointing your guns at the WRONG target.
UT...you get your miles and miles of Video...but you had better be showing it to your state senators...legislators...and town and state councilmen...cause showing them to the DEC will do you know good. They know it exists. Remember...the DEC only has some power to make REGULATIONS....not STATE LAWS. Thumb your nose at LOSA...that's cool...but we are starting to be heard by these people....we have the know- how...to make noise...and the dedication to do it...we could help you...help your area...if you go it alone...that's fine...lot more work for you...but I commend your spirit.
Good luck.
