Greg, to expand on your post, those staff photo cards were the last in a series that was distributed through Arby's. They started with the Pirates in 1968:

Then they followed with a series of Steelers cards that grouped players by position:

They finally finished with the staff cards in early 1969, with most of the photos taken during a Gateway Center outdoor promotion. (Ed and Wendy were the exception). Clark Race and Terry McGovern left the station before the end of the year.
