These birds are juveniles going through their first molt. I'm a rehabber and have seen this time and again. This is the time of year for it. For whatever reasons, they molt their head feathers in bunches, so areas of their heads are bald and then pinfeathered. It only lasts a short time while the new feathers grow in, but they sure are funny looking for a bit!
