I enjoyed your article LibertyRouge, but you missed an important part of Article I of the Constitution that also addresses the Militia issue. It is the paragraph directly under section 8 which you quoted.

"To provide for calling forth the militia to execute the laws of the union, suppress insurrections and repel invasions;"

The following paragraph narrows down the specifics of who is responsible for organizing and training the Militia. This of course is in reference to each individual State's rights

"To provide for organizing, arming, and disciplining, the militia, and for governing such part of them as may be employed in the service of the United States, reserving to the states respectively, the appointment of the officers, and the authority of training the militia according to the discipline prescribed by Congress"

In essence it describe how the National Guard system works. It does not speak to any Tom, Dick or Harry getting a group of folks together and calling it a Militia. Each state is responsible to appoint it's leaders and provide for training etc. This is done under a uniform training system so that should the Guard/Militia need to be called to protect the country, it can fit into the overal military scheme. Yet the use of the Guard/Militia can only be authorized at a State level. This protects the States from any attempt on a Federal level to use the Guard/Militia against it's own people.
