You could make a reasonable oar-lock to fit the square by taking a piece of key stock or square stock and cutting a piece of pipe large enough for the oar plus an inch. Weld the square stock end to the pipe edge, run an emery or flapper wheel on it to take off any burrs, and there you have an oar-lock.
Just make sure the key stock is long enough to bottom in the hole for the w(e)nch handle & also be a snug fit. Don't cut the pipe any wider than the thickness of the key stock.. You could put a lanyard on it to hold it on the oar when not in use.
