Good on you for wanting to sail!

As far as oars on a C22, I'd follow Mark's advice about mounting locks on the winches. This has worked well for several folks. Probably the best way to find out what size oars you want is to buy some PVC pipe from the hardware store. Bring the pipe to your boat and pretend they're oars. You'll feel and look silly, but this is a good method. Start out with 12 feet (which should be too long for your boat) and then chop off a foot at a time until it seems about right. You'd maybe end up with 9 or 10 foot oars? This size is pretty easy to find used at marine exchange stores and the like.
