I used to have a c22, and we mostly sailed. For a couple of idiots who didn't know what they were doing, the boat cooperated well in getting us from A to B. It never occurred to us that this wasn't the goal (to sail). We did have a nice large drifter, and used it A LOT (basically a nylon Genoa) We sailed inland lakes, lots of light air. In fact good wind was so rare that if there was wind at all it would have been criminal to turn on the motor!!!

It's been a while since I've been on a C22 (so I don't remember if this is possible or not) but what I would try first is to mount the oar locks on top of the winches. And I would definitely try out the 2.5 before ever considering upgrading to a larger motor. You don't need much to move that boat. Too many people put 9.9 horse motors on them I'd say 6 max..... Mine had a 9.9 and it was serious overkill and too much weight in the back.

Also familiarize yourself with that boat and it's structure. They have some well documented deficiencies if you are not already aware. Catalina direct mentions most of them in their handbook.
