Preference draws add up to about 80% of the quota system today, so we may as well go Non-transferable all the way, IF we do it at all... No I'm not for Non-transferable At this time if we can find a way around it!

What Toso is doing is surely not the whole answer just because of the Manned stations, but I think the FWC has money to make MORE of the preference type WMAs Manned, we're not talken 356 days a year here and Toso's station is volenteers, FWC's new Unit system puts biologist in charge so they can help man those stations during PEAK times!

My thinking is we need to widdle away at the problem with as little change as possible an see what happens, if it doesn't work, we can revisit it an make some more changes, but i think jumping to a Non-transferable system will not make hunting better for hunters, can any of you say On Sept 26th you will be able to hunt that perticular hunt, how many will not make it, it's not a good system were we have no leway to change our hunting days!

Even on the Unmanned WMAs it can work, Hunting is about Honor, we don't shoot deer out of season we don't shoot Does when there's no permit so why wouldn't it work for the majority of hunters who live by the Honor system? Remember, those who get a bunch of permits do so within the law, they haven't commited a crime, just working the system as it is laid out... Making it One Buck per person per permit for that part of the season will be the new rule/Law, Most will follow the law, you'll have the lawbreakers but we can't change their thinking or make laws for them, besides other Hunters will let the cat out of the bag if they see it happening!

We don't have alot to work with if we Can't get the FWC to enforce the laws already on the books, we need to start hitting our respected legislators up about getting are game wardens better paid and making them do their job during the PEAK of the season, again, we're not talking about 356 days here, Most WMAs are weekends only and that shouldn't be hard to man! the FWC mans the hell out of our water ways, you can't go fishing without being pulled over by them on the east coast today, the sqeaky wheel gets the grease, let's start making some noise!

This isn't the whole answer but one that has some chance at working!
