Keith,
I have been attending the Quota Hunt Workshop's in Ocala. They have been talking about the hording and the anti's buying permits to keep people from hunting. As they (FWC & 8 Stakeholder) have said going non-transferable will not stop people from buying extra manangement stamps to put in for permit. They know there are people who will still buy the multiple permits to keep others from getting them. This fix of going non-transferable will just tone things down. I'm not ready to give up on the transferable permits because I don't spend thousands of dollars on hunting equipment in this State to maybe hunt for nine days. That's right you will only be able to get drawn for 2 permits in the preference & 1st phase combined. Then the 2nd phase will become the 3rd phase we have now. I can tell you I have talked to alot of hunters in this State that don't want this. They would rather have to pay more for a management stamp or buy a hunting license and management area stamp to apply. That to would tone down on the hording of permits. You would no longer be able to buy a mananagement stamp for you kids that don't have safety coarse. There are so many ways to try to better what we have now instead of taking the easy wasy out. Plus with the new deer mananagement plan they are coming up with, the hunters in this state may very well be taking in the rear in a couple of years. Here's something they are doing on all new WMAs, one buck and one doe, per season, per person. That would mean you couldn't use someone else permit. I have a feeling this will be on all WMAs before long. I attend those meeeting also, I have heard them say that maybe a season limit of one buck per hunter per year.
