The Trib is still in denial over cutbacks. They are not a national-level paper, and never were. Besides, with understaffing becoming the norm everywhere, even larger papers are having trouble. The only way to handle this is to work smarter and local. TTM and the PG as well no longer have the luxury of spreading their staff far beyond home base. If they're going to do major investigative stories, focus locally.
