I like the basic overall idea, but to do this at any one time we need at least 3 or maybe 4 KoRT members, if their was one for example then most of the decisions on who should be bumped up a rank would be given to Him and the Panel. Also i think it would be good if we started discussing these Merits, because the ones we have now(not only are the for just d1) are not always pertaining to how loyal a member is(an example: having a sorc that is Lvl 50 is a merit right now)Other than that that looks great.
