"certain ranks" should read all ranks, otherwise the next sentence doesn't make sense.

What I was trying to get at was that if we had a lot of higher ranking members, and a council was composed of all members of the Knight or above ranks, for example, then we would basically spend a lot of time in one meeting beating the hell out of everyone's ideas and we'd also be leaving out the opinions of active members who maybe haven't reached those ranks yet. Of course, this may be a bit far down the road to worry about right this second.
