I would have to agree with the 'unable to repent' reading. It seems that Claudius is at least aware of his wrongdoing, but he hasn't undergone such a drastic change of heart that he wants to give up his crown and queen. I wouldn't say that he is trying to 'fake repent' to God, because his lines don't say, "I want to give up my ill-gotten gains and accept punishment for my sin", but moreso, "What a horrible thing I have done, I wish I could truly regret". It's more like he's selling his ability to repent short because he feels like he's gone beyond the pale because he loves his power and new love so much.
