* I believe the root cause and real solution begins with Japaense starting to take English communicatin seriously. Top management must lead the way! from Manila

Learning English alone will not sufficiently facilitate the Japanese to deal with local people effectively. They must also have a global and open mind to accept and learn. In return the locals will see and understand from their point of view too. Enthusiastically to share thoughts with anyone! Lily Lau from KL

Hello!
I have been working (as an interpreter / translator) for many years in many japanese companies in m'sia.
I agree with Ms. Lily; and Mr. Carlos also has his own point.
In communication, the first thing is whether you really have the will to communicate or not. No matter how good your language is, if you don't have the will to communicate, nothing much can be done about it. Contrarily, if your language is not so good, but you really want to communicate, normally you will find way to communicate.
This is just my opinion.

Thanks, Azami, for your comment.I fully agree that "the will to communicate or not" should come first. And that will must be strongly held by top management, as it seems that management, communication and language skills are intertwined and unseparable. In fact, management is leadership, leadership is communication, and communication is the will to convey your thoughts through language.I am constantly proposing in effective management seminars for Japanese in the region that they should have english day, and english week, and english month and finally everything in english. In fact they can do, it's a matter of getting used to, just the first 6 months or so of temporary painful transition period from japanese only life back in japan.I mean this is only internally with local staff, not with external japanese customers who speak zero english. Other folks, do join in our dialogue!
