It also occurs to me, why did the buliders not begin extend WV 25 for Tutankhamun if it as we think, it was abandoned by Amunhotep IV.

The only reason I can think of is that they didn't want any association whatsoever with Akhenaten. After all nobody used it at all until the 21st or 22nd dynasty (can't remember which now) when some intrusive burials were placed in it.
