The city can care less. There has always been disdain for the NFD, the city gave back the safer grant so as to not be obligated to keep on firefighters after the grant ran out. The COPS grant was similar in which the federal government, gave funds for a specific number of personnel, and after the time period ran out, the city would absorb those positions into the budget. It was a great premise, funds up front, and time to get adequate budget funds for said personnel. City said it didn't want to be hamstringed into a burdensom financial situation, as the reason for the safer grant removal. Ask Harvey, and monteverde, who were the main proponents for that. In a nutshell, the city doesn't value their fire service. If they did, they would staff instead of cut. Good ole Torrance went on a one man crusade against the FD, even going as far as to say his home was targeted by members of the FD for vandalism perpetrated on his property. On the whole, the storied history between city hall and NFD is an ongoing saga, in which I hope the citizens, nor the firefighters experience any serious harm due to understaffing.
